Starting rates always fluctuate at a hotel based on seasonal dynamic pricing so while we would hope it is a flat "from" rate, that's not always the case which is why we need to check in with our clients to see what it is. What is the "from" rate today might not be the same in a few weeks. I know media don't want to hear this, but it's the reality.
But journalists aren't looking for the seasonal rate when they ask for the starting rate, they're looking for the hotel's lowest rate during the lowest season, which is typically pre-determined.
